With reference to the correspondence noted in
the margin, I have the honour to transmit for your consideration the enclosed copy of a Bill to amend the Rating Ordinace, 1901, and to repeal the Rating Amendment Ordinace, 1915, with the object of giving
the Governor-in-Council the discretionary power of exempting from
assessment any Educational Institution either in whole or in part.
2.
The object of the legislation is to regularise
an irregularity. Hitherto the University Buildings, including
Lecture Rooms, Laboratories and Workshops, Hostels for Students and
Quarters of the Vice-Chancellor and of the Professors and Lecturers
have not been rated, and moreover the free allowance of water at the rate of 15 gallons per head has under Section 2(c) of Ordinence No. 16 of 1903 been allowed as if the University were a Charitable
Institution.
There is Statutory authority in Ordinace No. 12
of 1915 for the exemption of Hostels from assessment, but there is
no such authority for exempting other University Buildings and I am doubtful whether in view of Mr. Harcourt's Despatch No. 293 of the
